PROBLEMS Classification of Green Walls in Consideration to Polish Tradition Klasyfikacja Roślinnych Ścian z uwzględnieniem polskich tradycji językowych Marta Weber-Siwirska Daniel Skarżyński Ewa Walter Katarzyna Wróblewska DOI: 10.30825/5.ak.111.2017.56.3 {mooblock=SUMMARY} Over the last few decades, there has been a noticeable increase in the number of living walls in Polish cities. This has been mainly due to buildings’ compaction and therefore the loss of space for green areas, but also because of the current trend of installation of vertical green systems. Design documentation and expert opinions on green facades and vertical gardens are increasingly being developed. Unfortunately, the descriptive parts of the various works differ considerably in their substantive content, and sometimes there are some errors resulting from contradictory information, even within one work. Faced with the ever-increasing popularity of living walls, it seems necessary to introduce a uniform nomenclature and to classify these installations. Within the framework of the activity of the Polish Green Roofs Association, a team consisting of both researchers and practitioners in living walls installations, have undertaken to define their specific different types. Proposals for classification and nomenclature of living walls have been widely discussed among the professionals in the world of science and practice. The work was conducted on the basis of scientific studies as well as on practical experience in the Polish climatic conditions. This paper presents the definitions and the classification of living walls and provides justification for the proposed nomenclature that has been approved by the working group. {/mooblock} Polish Terminology Referring to Green Roofs – a Review of Terms in Reference to Theory and Practice Nomenklatura dotycząca zielonych dachów w Polsce – przegląd pojęć w odniesieniu do teorii i praktyki Ewa Walter Katarzyna Wróblewska Marta Weber-Siwirska Daniel Skarżyński DOI: 10.30825/5.ak.112.2017.56.3 {mooblock=SUMMARY} The green roof market in Poland has been developing rapidly, especially in large cities, where such solutions are an alternative form of green urban areas in densely built up city tissue. Green roofs are also becoming a field of focus for Polish scientists, but there is still lack of sufficient research in this area that could be adapted to the local, natural, legal and economic conditions. The increased development of green roofs generates a need for additional training in this field, both in the academic aspect as well as in professional or administrative terms. Unfortunately, the educational offer still contains few publications that present a consistent, holistic approach to the topic and are based on local domestic experiments and test the results not international ones. One significant problem is the fact that the terminology used both by academics and professionals is still underdeveloped. This paper presents a review of terminology related to green roofs and a proposal to unify selected definitions, and thus avoid the most common mistakes. The presented material may be used as a basis for developing green roof terminology in Poland. It was prepared by the Polish Green Roofs Association with the participation of scientists and practitioners in the field of green roofs. {/mooblock} PREZENTATIONS Research on Community Garden Practice - Taking ‘the Kid’s Garden’ in Hunan Agricultural University as an Example Zhanxi Zhou Yihan Huang Zhaohui Hu Chen Zhou DOI: 10.30825/5.ak.113.2017.56.3 {mooblock=SUMMARY} As a form of urban green space, community gardens have provided urban residents with various environments, to satisfy their social, economic and health interests. For the purposes of creating public, open and shared spaces, this article summarizes and contrasts the history of the community garden development in Europe and America, while analyzing the development situation of China as well. Taking “the Kid’s Garden” in Hunan Agricultural University as an example, the authors discuss the whole practice process in three aspects: the layout design, the construction process, and the operation and maintenance plan. Finally, the conclusion of the article presents a community garden building model, which is supported by universities with the goals to reward the society, as well as to provide a win-win result between practice and teaching. This experience is hoped to popularize community gardens and to make a contribution towards a harmonious society. {/mooblock} Ecosystem Servicesof Street Trees on the Example of Puławy Usługi ekosystemowe drzew przyulicznych na przykładzie Puław Halina Lipińska Aleksandra Łojek Sylwia Kościk DOI: 10.30825/5.ak.114.2017.56.3 {mooblock=SUMMARY} The objective of the studies was to estimate the value of ecosystem services provided by street trees in Puławy. This valuation was performed using the replacement (compensation) method based on the results of stocktaking performed, during which the species composition, age, condition and location of tees were assessed. The collected data allowed for calculation of the actual value of a tree, i.e. costs of replacing a lost tree with a comparable replacement tree. The studies involved 1,057 trees growing along national and voivodeship roads in the city. It was assumed that replacement costs of tree resources correspond to benefits brought within ecosystem services. The estimated actual (replacement) value of street trees in green strips of national and voivodeship roads in Puławy was more than 9,000,000 PLN. This amount corresponds to ecosystem services, i.e. benefits brought by the ecosystem to the society and environment. The value of the services varied and depended on the species and their basic value, age, condition and location. The value of ecosystem services of street trees was mostly affected by the share of Tilia cordata (most common) and Populus alba. The value of trees growing along national roads was estimated higher in terms of the replacement value than the value of trees in green strips of voivodeship roads. The estimated average individual value of a tree was 8,529 PLN. {/mooblock} Artistic Realisations in the Participatory Shaping of Inhabited Areas Realizacje artystyczne w partycypacyjnym kształtowaniu terenów zamieszkiwanych Martyna Cziszewska Beata J. Gawryszewska DOI: 10.30825/5.ak.115.2017.56.3 {mooblock=SUMMARY} The subject of the research referred to in this paper are artistic realisations in urban inhabited space, namely backyards and public areas of housing estates in Poland. The aim of this paper was to show the correlations between the form of realisation of such works of art and social participation in the course of their creation and during further use of such space. The results of the studies conducted in several cities in Poland were based on the analysis of selected realisations as spatial forms that may stimulate the creative potential of local communities. Determination of the correlation between intervention, landscape, creator and user allowed us to establish which traits of realisations stimulate the activity of inhabitants. The developed results allowed us to distinguish four types of artistic realizations showing the opportunities and threats resulting from the use of art in the processes of participatory shaping of inhabited spaces. {/mooblock} FORUM Spatial Development of Selected Villages in the Eastern Part of the Macro-Region of the Silesian-Lusatian Lowland Rozwój przestrzenny wybranych wsi wschodniej części makroregionu Niziny Śląsko-Łużyckiej Anna Witkiewicz DOI: 10.30825/5.ak.116.2017.56.3 {mooblock=SUMMARY} Western territories lying within the borders of Poland have been characterized for several dozen years by specific landscape forms, which mainly consist of rural areas. After the war, these areas began to be inhabited by new settlers for whom the landscape and buildings hitherto existing there were foreign. Research into rural areas allows us to learn about the past phenomena occurring there and anticipate future ones. What’s more, they give one the opportunity to capture cultural phenomena, which are factors creating the elements of the material heritage. This work analyzes changes in the types of development in selected villages of the eastern part of the mesoregion of the Silesian-Lusatian Lowland. Selected units make up part of the core area of Silesia and are characterized by a similar location and history. In addition, you one can distinguish three building systems that create them: single-road compact, singleroad loose and multi-road one. As a result of development, their spatial layout has changed in a variety of ways, however, it can be stated that the existing systems in more than half of the surveyed villages have not changed significantly. Built-up areas are expanding, thus replacing rural farmsteads. New settlements often build up on older tissue or are located off the beaten track creating separate housing estates. {/mooblock} |

PROBLEMS The Image of the City or a City Icon? Wizerunek miasta czy miasto - ikona? Bogusław Podhalański DOI: 10.30825/5.ak.98.2017.54.1 {mooblock=SUMMARY} The synthetic, graphical image of a city becomes a symbol, which makes it possible to identify in a second something that takes more time to process when read, similar to the coats of arms of old. A city, provided that its qualities are widely known and easily recognisable, starts to play the role of an icon – a symbol, infallibly associated with the cultural and economic offering that a visitor can find in it, becoming a modern image of it. {/mooblock}Wrocław Civic Budget as a Tool for Introducing Changes into the Landscapes of Wrocław’s Neighbourhoods Wrocławski Budżet Obywatelski jako narzędzie wprowadzania zmian w krajobrazie osiedli Wrocławia Robert Skrzypczyński DOI: 10.30825/5.ak.99.2017.54.1 {mooblock=SUMMARY} The article presents submitted and selected projects from the first four editions of Wrocław Civic Budget (2013–2016) in relation to their potential significance to the landscapes of Wrocław’s neighbourhoods. The projects were classified into three groups: (1) projects introducing a new object or function (or expanding or enhancing an existing object), i.e. “new” projects, (2) renovation and maintenance projects and (3) “mixed” projects containing elements of both types. Analysis’ results show that “new” projects are a dominant group within submitted and selected projects and their mean share was gradually increasing in subsequent WCB editions. These results are discussed in the context of the role of investment tasks cards in shaping the landscapes of Wrocław’s neighbourhoods. The discussion leads to a conclusion that formal exclusion of renovation and maintenance projects from WCB could have more drawbacks than benefits, and a solution to that seems to be to empower neighbourhood councils in their actions, thanks to which WCB participants could focus on projects introducing new objects or functions into the landscapes of neighbourhoods. What is important, though, is that it is possible that as in the case of the original participatory budget from Porto Alegre, the projects will still be centered on modifying basic urban infrastructure, and not creating distinctive objects which would strongly affect urban landscape. In the summary, it is pointed out that when one assumes that the objective of participatory budget is to transfer the “power to the city” to its inhabitants, then the possibilities of inhabitants to decide about the landscape and other elements of their neighbourhoods should be widened. PRESENTATIONS The Influence of Modern Changes on the Image of a Small Town within a Metropolitan Area Wpływ współczesnych przemian na wizerunek małego miasta w obszarze metropolitalnym Agnieszka Wójtowicz-Wróbel DOI: 10.30825/5.ak.100.2017.54.1 {mooblock=SUMMARY} In the hereby article the author discusses the subject of modern changes within a selection of small towns located within the borders of the Krakow Metropolitan Area and their effects on the space of towns. After the year 1989, small towns have found themselves on the cusp of intensive functional, social and spatial changes that influence their image. These changes have provided new possibilities for development and created numerous opportunities on the one hand, while having become the source of many threats able to influence an urban organism on multiple layers on the other. Over a quarter of a century after that moment, we can observe the influence that these changes have had on the spatial structure, image and identity of cities, which are elements that are particularly vulnerable to changes. Within the Krakow Metropolitan Area we can identify towns, which have started to be viewed as “more attractive” after the year 1989 and, from a perspective of 25 years of functional and spatial transformation, have registered numerous changes, as well as those which have remained on the sidelines. In the case of intensively changing cities, the reason for this can be found both in their particular conditions (the preservation of the cultural heritage of small towns and their surroundings, location within environmentally valuable areas, landscape qualities, good accessibility to transport in relation to Krakow, etc.), as well as in the direct efforts of the residents and authorities of towns (obtaining aid funds, for instance from the EU, the awareness of a town’s potential, its qualities and value, as well as using that potential in accordance with the principles of sustainable development, or quite the contrary, in a manner that leads to the unification of the identity of a venue). Modern changes affect both the image of central areas of towns, the reception of their external areas, as well as the composition of a small town as a whole. The goal of the paper is to point out which factors have influenced and still influence the changes of the image of the small towns of the Krakow Metropolitan Area in addition to how they do so, as well as the spatial effect of these changes. The research method that has been chosen was based on determining and comparing the qualities of localities that have the character of a small town (cultural qualities: tangible and intangible, natural qualities, landscape qualities, both within a town and in its surroundings) with the functions that are played by a town and the degree of the intensity of those functions. The scope of the study included 14 localities. The information that was gathered was compared with the degree of the preservation of a locality’s small-town character. This served as the basis for the formulation of conclusions that allowed determining which qualities affect the image of a small town with the highest intensity, as well as in regards to the type of influence that current changes have on the image of a town. {/mooblock}The Analysis of Landscape Exposures of Entry Roads to the City on the Example of Southern Wrocław LANDSCAPE ECOLOGY Zagospodarowanie pól irygacyjnych Berlina jako wzorzec dla Wrocławia Development of Berlin Sewage Farm as a Model for Wrocław Aleksandra Gierko DOI: 10.30825/5.ak.102.2017.54.1 {mooblock=SUMMARY} The paper attempts to present case studies of restored sewage farms form Berlin and Brandenburg area, where ecological and social features are combined. The development of these objects may constitute an opportunity to assess the potential of untransformed sewage farms. Wetlands play an important role in shaping the microclimate, they can also keep large amounts of water. In Chinese cities, degraded fens are being restored and new infrastructure capable of absorbing rainwater surplus is being created. Nowadays in Poland first attempts to develop climate adaptation plans for cities with more than 100.000 inhabitants are being made. Anthropogenic provenance areas, such as sewage farms, may be incorporated in the system alleviating effects of floods and heavy rainfall leading to local inundations. Meanwhile, the existing planning documents assume partial development of Wrocław sewage farm. Current transformation directions of such brownfields suggest natural, recreational and educational functions. {/mooblock}FORUM The Image of Wrocław at Night: Value, Risks, and Possibilities Nocny Wizerunek Wrocławia: wartość, zagrożenia, możliwości Agata Łopuszyńska DOI: 10.30825/5.ak.103.2017.54.1 {mooblock=SUMMARY} The article presents a view on the night image of Wrocław from the perspective of the city’s visual aspects and the assessment of phenomena related to the illumination of the urban space. The aim of this study is to analyze the image of the city and identify the possible causes of its current condition, considering historical context as well as current global trends. The article also presents the present-day risks related to the lighting of public space. At present, the night image of the city is dominated by street lighting, mainly subordinated to the vehicular traffic. It is also determined by technical approach, which prioritizes energy efficiency. However, the architectural illuminations and commercial lighting are becoming increasingly more common. The city of Wrocław has been implementing its lighting strategy over the last several years, focusing the main lighting projects around the banks of Odra River. However, the conscious shaping of the city’s night image contributes to the marginalization of the role of street lighting, which has the greatest impact on residents and regular users of public space. An objective view on the functional-spatial structure of city lighting, via satellite data, provides more complete information in this regard. The brightest patches are road network areas, technical infrastructure terrains, shopping malls, industrial zones and objects covered by architectural lighting. It contributes to the so-called light escaping effect, which increases the light pollution of municipal areas. The unfavorable phenomenon of urban skyglow affects especially residents of downtown housing estates and triggers the occurrence of spatial conflicts. The development of comprehensive lighting strategy, while regulating the legal situation of artificial lighting, is essential for the coherence and the quality of the night image of Wrocław. {/mooblock}

PROBLEMS The Landscape in Times of Populism and Post-truth Krajobraz w czasach populizmu i post-prawdy Aleksander Böhm DOI: 10.30825/5.ak.117.2017.57.4 {mooblock=SUMMARY} The fascination with the landscape – which has led to the emergence of the art of the creation and protection of beauty in human surroundings – as a profession – has always been the domain of the elite. When a society follows the ideas of the elite, the level of culture rises, whilst when it is the other way around, when the elite follows the voice of the people – culture undergoes a regression. That which has been happening in Poland for the past 20 years can, without a doubt, be called a pauperisation of planning. The awareness of the essence of planning – of the fact tha a good plan should offer something more than the satisfying of the expectations of its future users, is disappearing in a populist atmosphere. This is the innovative value of plans and the essence of the progress of civilisation. This has been happenning for a very long time in those countries to whose standard of living we aspire to. The Landscape Architecture Forum has been an occasion to exchange thoughts for 20 years.Today we should return o the topic from which we started – to didactics! In order so that we can, through its earnestness, increase the level of social capial without surrendering to the deviation of the “threat of the forest within the forest” – no matter if this or that minister would compliment us for it. The duty of a university – one that has remained unchanged since the time of Plato’s Academy – is preparing young people to become a part of the elite – capable of searching for truth and of the creation and spreading of higher values based on truth. The functioning of the elite – and as such, a minority within the majority – is difficult in a democracy. However, this does not justify helplessness and idleness. In the field of didactics we have it easier – we can do what we want without paying attention to public opinion polls. Thus: Let us do our thing! Let us educate the elite! {/mooblock} Urban Park as a Subject of Research in the 21st Century in Poland, on the Basis of Ceon Database Problematyka i zakres badań parków miejskich w Polsce w XXI wieku (na podstawie Bazy Nauki Ceon) Barbara Szulczewska Renata Giedych Gabriela Maksymiuk DOI: 10.30825/5.ak.118.2017.57.4 {mooblock=SUMMARY} Urban parks are one of the oldest and continuously developed elements of urban green spaces’ systems. Their types, functions and significance are characterized by a variability over time. However, parks continue to attract the interest of both city dwellers and those, who deal with the designing and maintenance of parks professionally. Research conducted by scientists should help identify contemporary needs of park users, as well as provide answers to questions concerning the further development of parks, including the desirable transformations. One of the turning points in the perception of the role of parks in cities has been the evolution of the concept of green infrastructure, which has emerged – among others – in the discourse of landscape architects in the beginning of the 21st century. Thus, certain new issues emerged with respect to the development of urban green spaces – mainly, delivering ecosystem services and adapting to climate change. The purpose of this paper is to identify the subject and scope of research undertaken considering the role, significance and problems of development of urban parks in Poland. The research included a review of both academic and popular science articles which concern the broadly understood development of urban parks. The research was based on the content of the Ceon Science Database (http://bibliotekanauki.ceon.pl), including AGRO, BazTech, BazEkon, CEJSH, DML-PL and PSJD. The conducted research has allowed us to determine whether, and to what extent, the current topics of reflection on urban parks are convergent for researchers and practitioners. Basing on the conducted research the authors concluded that:

PROBLEMS The Role of Outdoor Advertisements in the Landscape of a City – Public and Private Interests Reklama w krajobrazie miasta – interes publiczny i prywatny Monika Płuciennik Marta Sylla Eleonora Gonda-Soroczyńska DOI: 10.30825/5.ak.104.2017.55.2 {mooblock=SUMMARY} Outdoor advertising has a significant impact on the urban landscape. It has become an inherent and integral element of cities in Poland. Investors treat the outdoor advertising as a direct mean of communication about their products with customers. The advertisements indicate the location, promote a brand, mark, and image of the company. On the other hand, advertising often impairs the value of cultural and natural heritage of the site and it affects the spatial order. Outdoor advertisements, in a free market economy conditions, are difficult to control by the local authorities. However, cities increasingly recognize the problem of intensive and chaotic advertising. Cities defend their open spaces against excessive advertising by implementing local laws and resolutions defining the rules and conditions for situating advertisements, also known as “cultural park” resolutions. This article aims to assess the impact of advertising on the urban landscape from the perspective of public and private interests. Private interest is understood primarily in economic terms. In contrast, the public interest is widely perceived as cultural benefits, affecting the quality of life, improving the aesthetics, including economic aspects. The analysis shows that restrictions improve public interest, without significant adverse effects on private interests {/mooblock} Common Features of Urban Space Users that Allow for Distinction of a Community on the Example of Kielce Cechy wspólne użytkowników przestrzeni miejskich umożliwiające wyodrębnienie społeczności na przykładzie Kielc Adam Sebastian Górski DOI: 10.30825/5.ak.105.2017.55.2 {mooblock=SUMMARY} The article presents the theoretical foundations and possibilities resulting from segmentation among urban residents. This segmentation consists in separating individual urban space stakeholders, based on their subjective feelings about space (space valorisation), sense of local identity as well as their daily functioning in urban space. As such, in-depth interdisciplinary research covering psychological, sociological, spatial (geographic) and marketing aspects enables amore complete understanding of the users of a given urban space, and thus a deeper understanding of their behavior, preferences in urban space (in the context of a city, functional or metropolitan area). The developed research methodology allows for more involvement of the inhabitants in the process of plan-ning and programming the development of local self-government units, by identifying specific stakeholders of the community space. Research based on an interdisciplinary approach to urban space users enables a more efficient way of diagnosing, programming, implementing and evaluating strategic documents as well as evaluating individual actions in urban space. {/mooblock} PREZENTATIONS Metamorphosis of Grunwaldzki Square in Wrocław – from Integrated Interchange to Town Square Metamorfoza węzłów przesiadkowych ze szczególnym uwzględnieniem placu Grunwaldzkiego we Wrocławiu Robert Masztalski Agnieszka Wicińska DOI: 10.30825/5.ak.106.2017.55.2 {mooblock=SUMMARY} Nowadays, it becomes more and more common to discuss, among architects and urban planners, restoration of public spaces. One of the ways of restoring them is redesigning communication systems in urban centers in order to change the proportion of vehicular traffic and pedestrian traffic as well as cycling, or to be more precise, increasing the space for pedestrians and cyclists. The authorities of many cities around the world while aiming to provide the best living conditions for the inhabitants find bold and sometimes even a somewhat controversial solution, but most importantly – they are effective. Improving the quality of public transport, new bike paths and improvement of their networks, more space for cafeteria tables, benches and flower pots – it all improves the attractiveness and quality of public space and urban landscape, the level of satisfaction among residents as well as the attractiveness of the area in economic terms. This paper provides examples of such spatial transformations from other cities. It also presents a historical view of Grunwaldzki Square in Wrocław and its transformation in recent years. The aim is also to present variants of urban transformations of the area. {/mooblock} The Eastern Part of Medieval Wrocław as a Cultural and Recreational Center of the City of the 21st Century Wschodnia część średniowiecznego Wrocławia–centrum rekreacyjno-kulturalne miasta na miarę XXI wieku Luba Smirnowa DOI: 10.30825/5.ak.107.2017.55.2 {mooblock=SUMMARY} Areas of the eastern part of the Old Town seem to be a special place on the map. One of the sparse preserved objects is the Bernardine complex, which now houses the Museum of Architecture. Built on the outskirts of the fifteenth century city it had already played an important role in the social and spiritual development of the people. To this day, it is a unique monument of those times, and one of the links in the cultural life of the city of Wrocław and its visiting tourists, but the adjacent areas have changed beyond recognition. In the paper an attempt is made to characterize the changes in the urban structure of this part of the city, thanks to which the earlier housing estate has been transformed into public buildings, which rank among the most important centers of cultural life of the inhabitants and important objects of modern architecture on a world scale. {/mooblock} The Functioning and Image of Selected Wrocław Housing Estates From the Second Half of The 20th Century Funkcjonowanie i wizerunek wybranych wrocławskich osiedli mieszkaniowych z 2. połowy XX wieku Ewa Dyk DOI: 10.30825/5.ak.108.2017.55.2 {mooblock=SUMMARY} Societal changes at the turn of the centuries had an impact on the condition of present-day society, and thus the image of the space in which social life takes place. Urbanization happening for decades contributed to the phenomena and problems currently faced by the city and its existing housing stock. Residential areas are constantly transformed, changing their space, residents and quality of life. Therefore, it is worthwhile to examine them constantly, in various ways, by monitoring changes in the spatial and social aspects. The aim of this work is to examine the three selected Wrocław housing complexes from the 2nd half of the twentieth century – Popowice, Różanka and Gaj, mainly in architectural-urban and social terms, in order to identify their problems, the needs of residents and image of their place of residence. The results show the relation between the functional-spatial structure of the Wrocław block settlements and their image in the opinion of the inhabitants. Moreover, there formulated guidelines that can help housing co-operatives, city councils and local authorities to create a comprehensive concept of revitalization and development of the studied areas. This would provide an opportunity to undertake comprehensive measures aimed at improving the quality of life and spatial order of the housing complexes, reduce investment and revitalization activities inconsistent with their urban concept and the protection of public spaces and green areas, which is all of these the image of a housing estate is composed of. {/mooblock} FORUM Lublin Civic Budgeting as a Participatory Instrument for Implementing the Needs of the Residents of Lublin Budżet Obywatelski Lublina partycypacyjnym narzędziem realizacji potrzeb mieszkańców Lublina Kinga Małgorzata Jarmołowicz DOI: 10.30825/5.ak.109.2017.55.2 {mooblock=SUMMARY} A city is not only a geographical area, demarcated by signs and borders. The city is determined by its residents who create its space and image. Efficient city management means implementing the policy of participatory management of urban space including active participation of the residents in a co-decision-making process. The involvement of the residents in the policy of urban space development gains more and more recognition among local authorities regulating the rules of cooperation with the citizens within the local and national law. The paper presents a participatory model of city management on the example of Lublin, covering a range of activities involving residents in the process of co-creation of the city, as a tool for social needs. Based on the analysis of three editions of the Civic Budget Lublin we can become familiarized with the involvement of citizens in the processes of creating urban space. The article also presents the solutions proposed by the citizens and conclusions on the implementation of the procedure.These are sometimes small changes in the neighbourhood of the person concerned, another time the ideas for solutions in several districts. However, these are always reflections of the social needs. Looking at the city as a place for the realisation of the residents’ needs, one cannot overlook the instruments for their implementation. Every city builds its own code of activity. The success of the residents in the realisation of their projects equals the success of the authorities in the implementation of the participatory city management policy. {/mooblock} Civic Budget as an Instrument for Meeting the Needs of the Citizens on the Example of Wrocław Budżet obywatelski jako narzędzie realizacji potrzeb mieszkańców na przykładzie Wrocławia Hanna Adamiczka DOI: 10.30825/5.ak.110.2017.55.2 {mooblock=SUMMARY} Social participation becomes more and more appreciated and frequently applied to meet the needs of urban residents. There exist many various forms of enabling citizens to co-decide about investments in their cities. One of them is civic budget (participatory budget), or a process of enabling citizens to have a direct influence on the decisions concerning the allocation of part of the public budget for projects proposed directly by them. This article presents the functioning of the civic budget in Wrocław: the author discusses the objectives and guidelines of the Wrocław Civic Budget (WCB), presents figures related to the citizens’ activity, the financial aspect, and certain sample projects submitted by the citizens. The pilot project was launched in 2013; since 2014 the WCB has been operating on its basis and boasting growing popularity, with 104 884 votes cast in 2016. {/mooblock}
